Heritage survey responses.

1. Do you agree that the identification and protection of local heritage places is best done by local councils rather than DPTI (Department of Planning, Transport and Infrastructure)?
   Yes i do agree. It is my strong view that local councils are best placed to know the significance of buildings, trees etc within their own municipal given their intimate knowledge of the area and as such are best placed to identify and protect local heritage places.

2. In your opinion, has the current system of local heritage protection served your community well?
   From my understanding it has however there is much we can improve on. Transparency, community consultation and the need to ensure all decisions are consistent is something we could look to explore.

3. Should councils reject proposals to list local places of historic merit simply because an owner objects?
   No. There should be sound reasoning behind rejections and not simply based on an owners objection. Per my answer in question 6, transparency and consistent decision-making is required to ensure that everyone who has their application rejected does not feel as if decisions are not based on any other grounds but on its merits.

4. Should neighbours of local heritage listed buildings have a right of appeal on development applications that propose demolition?
   Consultation is required for those affected. They should not have a right to appeal but should have their views noted. Ultimately the decision rests with the decision makers. This will ensure that neighbour relationships do not turn sour.

5. Should buildings listed as Contributory Items in your council area receive better protection?
   They should receive better protection given that the older they get the more significant they become. It will cost less to restore if we commence protection at an earlier stage.

6. Do you agree that places proposed for listing by your council as Local Heritage or Contributory Items should be subject to review by DPTI? Or would reviews be more appropriately conducted by an independent source of expert advice?
   An independent source of expert should be sought.

7. Would you like to see your council work more closely with the National Trust of SA in protecting heritage, for example, by signing up as one of the Trust's Civic Partners?
   Yes, of course

8. What are your personal suggestions for improving the way your council handles policy and planning?
   More collaboration with all organisations to develop better framework to identify and protect.

9. Should councils actively encourage individuals to nominate places for consideration as local heritage?
   No.
