John Le Raye
2018 candidate for City of Port Adelaide Enfield.
Heritage survey responses.
Do you agree that the identification and protection of local heritage places is best done by local councils rather than DPTI (Department of Planning, Transport and Infrastructure)?
Yes, local councils are best, the residents are more informed about the history of local heritage and able to prioritise it according to their own councils priorities. They will have a sense of ownership. In your opinion, has the current system of local heritage protection served your community well?
The City of Port Adelaide Enfield has has over 400 heritage places and four Historic Conservation Areas. Many of these places and areas have been identified by heritage assessments and surveys, with several places currently protected by their inclusion within the Port Adelaide State Heritage Area.Council manages and promotes its heritage assets by aiming to protect and conserveShould councils reject proposals to list local places of historic merit simply because an owner objects?
No, a proper Assessment, free of emotion, should guide Counsel to make an informed decision.Should neighbours of local heritage listed buildings have a right of appeal on development applications that propose demolition?
No, a proper Assessment, free of emotion, should guide Counsel to make an informed decision.Should buildings listed as Contributory Items in your council area receive better protection?
Yes.Do you agree that places proposed for listing by your council as Local Heritage or Contributory Items should be subject to review by DPTI? Or would reviews be more appropriately conducted by an independent source of expert advice?
Not necessary, unless there is significant opposition. In that case, both may be appropriate, but the final decision should go back to council once further advice has been given.Would you like to see your council work more closely with the National Trust of SA in protecting heritage, for example, by signing up as one of the Trust's Civic Partners?
The National Trust of SA does a Community Service in protecting our Heritage. It should be consulted, as part of the information and decision making process. What are your personal suggestions for improving the way your council handles policy and planning?
By being open, honest, transparent, and avoidance of secrecyShould councils actively encourage individuals to nominate places for consideration as local heritage?
There has to be general consensus in the community. I would prefer that a group of residents, rather than one individual do the nomination, to stop ill-considered proposals, which have no real heritage significance.
