Heritage survey responses.

1. Do you agree that the identification and protection of local heritage places is best done by local councils rather than DPTI (Department of Planning, Transport and Infrastructure)?
   Local councils are more aware of local heritage places and their need for protection but have a variable budget based on local population and less funding than the DPTI (state government funding). There perhaps is better opportunity for the State DPTI to work more harmoniously with the local governement on the idendification and protection of local heritage places. We need to create better effeciencies with both local and state government spending and focus on the issue at hand.

2. In your opinion, has the current system of local heritage protection served your community well?
   I think that it needs to work better. We have much local heritage in the area of Goolwa and Hindmarsh Island that needs preservation and protection.

3. Should councils reject proposals to list local places of historic merit simply because an owner objects?
   No. If a place has a historical element to it then their needs to be careful consideration of all parties involved and better negotiation.

4. Should neighbours of local heritage listed buildings have a right of appeal on development applications that propose demolition?
   I am not clear on what this question is asking. I think all parties need to be considered when a local heritage building is up for protection. If demolished also all parties need to be considered by an appropriate panel of experts.

5. Should buildings listed as Contributory Items in your council area receive better protection?
   The case as to why needs to be considered by an independent panel

6. Do you agree that places proposed for listing by your council as Local Heritage or Contributory Items should be subject to review by DPTI? Or would reviews be more appropriately conducted by an independent source of expert advice?
   DPTI could state their case, local govt also, then an independent expert panel could consider all sides and make a decision

7. Would you like to see your council work more closely with the National Trust of SA in protecting heritage, for example, by signing up as one of the Trust's Civic Partners?
   Yes

8. What are your personal suggestions for improving the way your council handles policy and planning?
   Integrated approach to decision making linking more stakeholders together to make sure all sides are heard and considered and perhaps a panel to make a final decision.

9. Should councils actively encourage individuals to nominate places for consideration as local heritage?
   Yes
