Heritage survey responses.

Do you agree that the identification and protection of local heritage places is best done by local councils rather than DPTI (Department of Planning, Transport and Infrastructure)?
Local Council is representative of the local Community and as such I believe they are better placed to identify places of local heritage, some of which may go unnoticed by DPTI, without access to local knowledge.
In your opinion, has the current system of local heritage protection served your community well?
Council has an extensive 745 page Development Plan which details relevant information in it to your inquiry. I am unable to appraise myself of this document quickly in order to answer majority of your questions in this Survey and do them justice in the time frame you have specified (5-10 mins) to complete this Survey. Should I have realized the extent of your questions, I would definitely have allowed considerable more time to respond to your inquiry. In 5-10 minutes it is not possible to respond with accuracy. In brief the Development Plan states that the Objectives of Goolwa State Heritage Areas are: 1. Promotion and enhancement of the role of the State Heritage Area as a representative of the traditional town centre of Goolwa. 2. The conservation and enhancement of buildings, areas, landmarks, vegetation and vistas that contribute to the heritage significance of the area. 3. Enhancement of streets, public areas, land and development through appropriate tree planting and other landscaping works. The Plan then goes on to provide lengthy detail on the desired characteristics of that protection. A further 8 Principles of Development Control are then provided. Still further information is provided in the Plan on Heritage Places, Historic Conservation areas and so on. Without considering all of this information in some detail, I feel I can not accurately provide you with an answer to your questions.
Should councils reject proposals to list local places of historic merit simply because an owner objects?
It is my view that in an event such as this, all efforts should be made to negotiate with the owner in order to create a favorable outcome for the broader Community. However, that being said, I do agree that a persons private property is their private interest and as such, they should have every right to refuse listing. Particularly given that once a property is listed, various requirements can then be imposed regarding upgrades and the like and a person is then committed financially (whether they can afford it or not) to maintain that heritage listed venue, often without full financial support from the governing body.
Should neighbours of local heritage listed buildings have a right of appeal on development applications that propose demolition?
It is my opinion that being a neighbor should not automatically mean right of appeal on development applications that propose demolition. In civil matters, a property belongs legally to the listed owner on the Deed of Title, and as such they should have every right to do what they wish with that property. (The proviso to this would be if a neighbor is listed on that Title in partnership, then naturally I would be in agreement with them having right of say on proposed demolition).
Should buildings listed as Contributory Items in your council area receive better protection?

Do you agree that places proposed for listing by your council as Local Heritage or Contributory Items should be subject to review by DPTI? Or would reviews be more appropriately conducted by an independent source of expert advice?

Would you like to see your council work more closely with the National Trust of SA in protecting heritage, for example, by signing up as one of the Trust's Civic Partners?
I believe in collaboration and Partnerships and consider that they are best practice for government today.

Should councils actively encourage individuals to nominate places for consideration as local heritage?
